Scott Kline is the founder and principal of Stratis Housing, an affordable housing development consulting firm that partners with nonprofit developers and property owners to create and preserve affordable rental housing communities. He has been a board member with Saint Mary’s Communities, Inc since January of 2022.
Before establishing Stratis Housing, Mr. Kline served as Vice President of National Housing Trust (NHT) and its affiliate, NHT Communities (NHTC). He joined NHT in 1996 and, in 2000, founded NHTC to expand NHT’s real estate development activities. Under his leadership, NHTC acquired, financed, developed, and managed properties nationwide, ultimately contributing to the preservation and development of nearly 10,000 affordable apartments. In his role as Vice President of NHT, he participated in senior oversight of the organization and its other activities including predevelopment and intermediate-term lending, and public policy efforts in partnership with housing agencies and elected officials.
Mr. Kline began his career in affordable housing at AHC, Inc. in Arlington, Virginia, where from 1987 to 1995 he directed real estate development and ownership activities. At AHC, he preserved seven communities comprising 660 affordable rental units and oversaw acquisitions, financing, construction, asset management, and resident services.
In addition to his professional roles, Mr. Kline has been deeply engaged in nonprofit governance. He currently serves as Secretary of St. Mary’s Communities, Inc., a Northern Virginia nonprofit that develops and operates affordable housing for seniors, and is a Board Member of Communities Together Inc., a CORES certified nonprofit that provides resident services coordination at affordable rental homes. He is a past President and Board Member of &Housing (previously Housing Association of Nonprofit Developers) a regional association of affordable housing professionals in the Washington, D.C. area.
With more than 35 years of experience, Mr. Kline is recognized nationally as an expert in affordable housing development and preservation. Over his career, he has been involved in financing and delivering more than 10,000 affordable apartments with total investment exceeding $1.25 billion. He is frequently invited to speak at national and regional housing conferences and at Washington, D.C.–area universities on affordable housing development and ownership.
Mr. Kline holds a Bachelor of Business Administration in Finance from The George Washington University and a Master of Business Administration in Real Estate Development from the American University.
