Joining the Board of Saint Mary’s Communities in 2026, Holly J. Glauser brings more than 30 years of experience in affordable housing finance and policy to the Board of St. Mary’s Communities. She previously served as Director of Development at the Pennsylvania Housing Finance Agency (PHFA), where she oversaw the agency’s multifamily housing finance programs, including tax-exempt and taxable bonds, Federal HOME, PennHOMES, and the Low- Income Housing Tax Credit (LIHTC) program. In this role, she led the development and implementation of housing finance programs and supervised multifamily underwriting activities supporting affordable housing development across Pennsylvania.
Earlier in her career, Ms. Glauser served as Associate Counsel at PHFA, providing legal guidance on multifamily housing programs and serving as primary counsel to the agency’s LIHTC program. She holds a Juris Doctor from the Dickinson School of Law and a Bachelor of Business Administration from Emory University.
